The State of Illinois, along with a number of other states across the nation, has sought to facilitate greater access to legal representation for clients with limited financial resources, particularly in civil matters. The State recognized its obligation to respect the right of the client to represent himself in court and to facilitate a means by which limited resource clients can get more affordable attorney services on a partial representation basis. Through the Illinois Rules of Professional Conduct and the State’s Supreme Court amendments to Rules 11, 13, and 137, effective July 2013, attorneys can be retained on a Limited Scope Representation (LSR) basis, to handle certain agreed upon tasks in a client’s legal case.
